Yes, this is good for Transit Without Visa. 24 hours is all you need and is already in force at WUH and all other Chinese airports, so the new 72-hour extended TWOV at Wuhan is irrelevant to you. You'll need to tell check-in staff at CDG that you will use TWOV. Once you get to Wuhan, I don't know if WUH has a separate Immigration queue for TWOV, but if you don't see one, just get into a queue for Foreigners and show your passport, onward eticket on CZ, your arrival card that states "Transit" as your purpose for being in China, and state you are just here for TWOV. They should stamp you in, at which point you may hang out at the airport or leave and go into the city. I'd recommend the latter as your layover is really long---just do a bit of research so you can focus on what you want to do. Wuhan is really big and sprawled on both sides of the River. Even though it's on the opposite side of the River, the Hubei Provincial Museum is quite good and might be a place to start unless your transit is on a Monday when it's closed.

You will have to check in separately and get your boarding pass for the CZ onward flight....probably can't do this until 2-3 hours before that flight departs. WUH has Left Luggage service where for a small fee you can place your luggage while you go into the city.
