Most carriers have offices in the cities they serve in Asia for sure. I believe some even have offices in cities they don't serve.

Having been based in BOM, I actually used a couple - had tickets issued by Thai at their office in BOM (it was a multi-city fare I couldn't book online), and I also had TK issue a ticket at their BOM office (held the ticket online, purchased/issued at the office).

In fact, came out of the TG office with the e-ticket and receipt in one of the ticket holders that are extinct in the U.S. And as another interesting thing, the TG office in BOM has a big map of the cities they serve. But it was outdated - included on the map is JFK, a place they haven't served in years.
