It wasn't specified that anybody would be flying with the minor.
About the security theater aspect, I've not seen incorrect birthdates for ticketed and seated young minors yield any more problems at the TSA screening checkpoints than correct birthdates have yielded, unless a KTN is being used.
Some agents pay more attention than others.
