If the authorities really wanted to crack down on this, they wouldn't bother travelers. They'd just start making bookings through the site, and then show up and fine the landlord.
I agree completely. Hassling travelers does not remove the illegally offered apartment from the market. Also, travelers can't be expected to know the rules in each place they stay.
Authorities could add some needed teeth to the laws by imposing fines on companies like Air BnB and VRBO that fan these markets.
