I don't agree at all. There are entire months with zero I/IN availability on many TATL and TPAC routes.
I would start with the flights I was most interested in. It really doesn't take that long. You just search a route and then keep changing the dates.
There is tons of R TPAC right now, including HKG.
Unless I'm mistaken, if there's I/IN, there's always R (even though the inverse does not always apply).
I don't know about always, but it's certainly rare to see I and no R.
