Default combo is 000 as N1120A said. You need to remove the little clear plastic tab that's covering the lock. You rotate the little round thing. To change the combo, just hold the locking mechanism in the open position while rotating the dials to choose your combo.

Now if the luggage is locked and it's not set to 000, then you need to get the bag replaced ASAP.
