Actually, I don't think that this is correct. If physically checking-in at the airport, not having done OLCI beforehand, only the pax who are physically there can check in. But not all the pax on the booking need to be there at the same time. Some can check-in earlier, some can check-in later, and sometimes some on the booking can fail to check-in at all.
