Grrr: MUC-LHR, baby buggy not gate-checked

At check-in for a recent MUC –LHR flight with Rajah jr (4.5 months) the check in agent refused to let us take the buggy to the aircraft. The buggy was tagged for collection at the aircraft …and I was already a bit doubtful about that working. Through security the agent there was puzzled why we did not have a buggy, but MUC was ok as the ways are short. Once at LHR we waited for 20’ at the aircraft for the buggy to be delivered…which it wasn’t. By that time the whole planeload of people had walked past us (we were in CE). The friendly Lady suggested for us to make our way to the luggage belt where it would most likely come out. This then took a treck from gate 2 through a 20’ line at security and another walk along the length of T5 to belt 10 where we finally got the buggy…all the while carrying (a rather peaceful) infant).
Really not a great end to an otherwise nice trip: CE was good as we could use the centre seat between the three of us.

Both MUC airport and BA state that folding buggies (ours is a MacLaren Sport) can be taken to the aircraft and I’ll print this off for our next trip. But are there airports where buggies can’t be gate checked or was this an error of the check in agent? Also, is there a special compartment for delivery at the aircraft that buggies get placed into if you do drop if off at the gate?
