I tried to find something on the Citi website, but I can't find anything about primary. Here is what I found so far:

Just talked to Citi on the Benefit line 1-855-569-7399. Rep confirms only International coverage is Primary (nothing new here, because when there is no coverage, the credit card's coverage defaults to Primary). Domestic coverage remains Secondary.

NONE of Citi's cards has Primary coverage for domestic rentals at this moment.

I dont recall receiving such a letter. Husband's Premier card is from 6 or 7 years ago, and is a World Elite version. The mailer received only mentioned about it would now cover up to $100,000 in any country (that is a good thing so Australia/NZ, Ireland, Italy are no longer excluded) as well as luxury cars. However, there is NOT A SINGLE WORD mentioned about the coverage is Primary. There is NO DETAILS whatsoever in that mailer.

On top of that, I have not read a SINGLE blog post mentioning about the Primary rental car insurance, other than the category bonuses changes, and the raise of the coverage amount to $100K, no more excluded country and including luxury car. If indeed the coverage changed to Primary DOMESTICALLY, this is a big deal that any blogger would pick up. Nada.

You may be covered against theft or damage up to $100,000
for any rental car in any country when you pay with your
Citi ThankYou Premier Card and decline the car rental
company’s collision loss/damage insurance.

Again, not a single word about the coverage is Primary. Given Primary coverage is touted by Chase on each and every their card that has such benefit, I would imagine if Citi's premier card has it, Citi would not be silent on this important detail.

The Citi doc online only says the details will be provided AFTER card approval!

We do frequent Home - Airport rentals back and forth, and I am mindful to use the correct cards for such purposes. IIRC, the Citi Premier card does not offer Primary coverage. The Prestige card does NOT offer Primary either. I could not imagine a Lesser card would offer a benefit that the highest ranking Citi card would not.

Will send an SM to Citi to request the actual paperwork on the insurance coverage details.
