Could also be that the segment to ASR on lower fares has a rule requiring TK to ticket it themselves. Or potentially the lower fares are not available for ticketing from a US point of sale, so UA isn't able to use that from its US site. So it does the higher fare for that, which then may only be combinable with the higher UA/LH fares. Have no idea, but just a potential guess.
