It could be done to only allow play during the flight time but if that's the case, why bother? Yes some people might prefer to watch IFE on their own device rather than the one provided by the airline but it sounds like a big project for a pretty marginal additional level of functionality.

(And of course this assumes there's actually a way to download stuff pre-flight?)
