A PIN pad would have raised the cost a lot, between the PIN pad itself and additional certifications. While I agree, in concept, I think that Square is assuming the PIN liability shift will have little practical meaning in the US.
For comparison, PayPal's version is
£69.95 inc VAT ($103.73 at current rates). Would Square's merchants would pay $70 more for something with PIN when almost no card in the US is PIN preferring? It's a pretty hard sell.
OTOH the next EMV reader they make is going to have contactless support and it will probably be significantly more than $30. Supporting Apple Pay would be a much easier sell than supporting something that's "only on foreign cards".
