Basic economy is an "E" fare class ticket. I bet you mean you just book into a normal coach class ticket.
Delta hardly makes this stuff transparent, especially for the occasional flyer.
I'd also guess, as other posters have, that at least one of the seats they are trying to book together is a preferred seat and that is the cause of the fee. That one isn't on Delta, that's on the person for just getting mad because they didn't take a few seconds to understand that they are trying to chose a preferred seat.
