I, too, was wondering why not more people have smart pass. Probably due to a higher than usual percentage of casual riders and tourists.
It was indeed a mob scene, as in there was a mob of people all over. (Mob scene, by the way, means congestion, jam-packed...) There was hardly any space; people had to squeeze through multiple queues to get through the crowds in any direction.
