Yes. They are often available weeks/months in advance if you're flexible about days/times (prime business times won't be available in advance), and then they are very often available again on the day of the flight or the day before.
Of course, if you're EXP and not flying at prime business times, you'll likely clear a complimentary upgrade (typically 4 hours out these days), so it's not worth wasting a SWU.
