Because of PIA's popularity, I think they are especially targeted by the Great Firewall. You usually have better luck with smaller VPN providers who fly underneath the radar. PIA works well in situations of insecure connections that don't attempt to prohibit VPNs (airport wifi hotspots, etc.)
