Pushing it. Pushing very hard if these are separate tickets.

Your best hope would that AI departure gets delayed more than 9W arrival. VOA can be slow. I would book a later domestic flight even if it means getting bored at the airport. Otherwise get them on the same PNR so you would be protected in case of misconnect.
