That's right, you can't book 2 months in advance. International websites still allow you to. Domestically, ANA and JAL don't sell ahead of the two months, but allows seats to be sold earlier for international flyers. I don't know why but that's how it is.
Generally, the Star Alliance Japan Airpass fares are still cheaper than using the cheapest Tabiwari 45 fare, so consider using the Star Alliance Japan fare instead if you fly to Japan on ANA or any Star Alliance airline. That way, you can still book it now, but still get a cheaper fare. Otherwise, make sure it is 45~60 days before the intended date of travel to book Tabiwari 45.
