I too get caught out by this sort of thing from time to time (and not just in China, also AT&T hotspots in US are similar). Easiest 'fix' is to toggle wifi, saves on battery too.

By a matter of shear coincidence, I upgraded to Android 5.1 today, and it appears to have completely fixed the problem at hand (it doesn't connect to hotspots that lack open internet connections unless you force it).
