What date did you make the booking? This one may be critical as SQ reduced their fuel surcharges on 27 Feb and the $100 difference sounds about right.
the booking was originally made online for travelling on 24 Dec 2014. At the time of booking, singaporeair.com indicated that the taxes would be around $15,600 TWD for 2 people in business class one way (can't remember the exact figure as I didn't take a screen shot). All flights were SQ. As the award seats were waitlisted initially, I had to call them after SQ notified us that SQ had released the award seats.

Unfortunately the actual itinerary did not indicate the taxes/surcharges amount.

The credit card statement shows for 1 person, SQ charged $416 SQD, which at exchange rate of $1 SGD to around $22 to $23 TWD, is about $10K TWD for 1 person, far from what the website indicated as $7800 TWD.

As I mentioned, if one were to making an award booking right now for the same trip, the SQ.com shows it would cost $6,900 TWD. HOWEVER, if you were to call SQ directly and ask them how much is the award surcharge, they will tell you it's $416 SQD

The CSR I spoke to last night said it's due to bank's conversion. A difference of ~2-3% difference is common and understandable; however, anything more than that means that likely there is IT systems integration failure and SQ is not willing to address the issue
