I believe WestJet has/had a no oversell policy, so if a person misses their flight it's unlikely they would have anyone to "resell" the seat to.
AC on the other hand benefits financially every time someone misses a flight, by either giving the seat to an oversell passenger and/or charging change fees and upfares (and maybe even entire new/replacement ticktes) to those who miss their flight.
The difference might not be passengers.
The difference might be the airline.
With Westjet, you must buy your ticket to make a res. On AC, you can res a flight without buying ticket. Therefor, they get no shows. I would guess AC has over 75 percent of all CDN FF.
