Air Canada cabins are colder?

I was reading this flight review:

http://www.nzherald.co.nz/travel/new...ectid=11388604

It mentions airplane cabin was "very cold", and flight crew mentioned its like that all the time? Wonder is it really that cold, I know in Asia, most Asian airlines have a warmer cabin so I was thinking about this, or flying Alaska Air from Seattle (since I flew them before and found it a good airline)?
