Yes, but it's quite rare, and I think on certain routes where there is big Y demand that pushes the booking forecast to J to spill into F - quite recently on a massively overbooked Y flight ex-BKK (as in, 20 overbooked in Y), where there were definitely a few seats left in J (50/76), but only J Flex Plus and F Flex Plus were available.
