That's incorrect. There are TSA-approved locks (that the TSA is able to unlock), so you can lock your baggage -- even before it goes through TSA screening.
What if you are going through screening outside of the USA? Like where TSA isnt the one doing the inspecting?
Then you can't use TSA locks -- or if you do, they might get cut. But the OP was writing about a trip between NYC and Houston.
If the bulk of the OP's travel is within the U.S., I would certainly invest in some TSA-approved locks.
