The only high-quality onsen areas within 1hr of Tokyo are Atami and Yugawara Onsen.

1.5hr from Tokyo, you have more options: lower parts of Hakone, Isawa Onsen, Echigo Yuzawa, Ito (on Izu Peninsula).
