Unless I'm mistaken in looking it up, CLD appears to be a ILS CAT I airport, so it has the lowest level of instrument landing systems in operation. This means bad weather is much more likely to shut it down.

Maybe take a look at the recent "hard landing" in Halifax which is CAT II for a refresher on what can happen in low visibility.
