You do have to collect your bags at JFK after you clear US immigration and customs, but the bags are already checked through to your final destination. Just outside the restricted area DL has a desk where you drop the bags off. Only then do you go to the gate for your next flight.

You are allowed one free bag on flights from Europe to the US. Flights from JFK or another gateway city to your final destination are included under this policy so there is nothing to pay. The Delta-affiliated credit card has nothing to do with it, though it will be important for your flight to Florida.
