Interesting point. I am an infrequent, generally leisure traveller about to drop back to Blue and on each of my upcoming SH flights BA are trying to get me to pay for an upgrade. Trouble is none of them is remotely tempting as the seats will be the same as in the back of the bus so all I'm getting is very expensive lounge access.
Those aren't operational (free!) upgrades though. There's no suggestion that POUGs (which is what you're seeing) are guided by status in any way.
