It seems it is that way. You'll see the feature to enter an ticket number for the international flight when you buy a ticket on non-U.S. reservation engines such as travelcoity.co.uk (the fares offered at least there usually are slightly cheaper than through travelocity.com or the airline's site).

I wouldn't count on easily being able to avoid the tax if you buy the ticket in the U.S.
