Not really, definitely many reports of BA staff at major BA stations in the US refusing to short check bags. In fact, there were explicit guidelines about that (from BA) discussed last year.

I never realised there were specific CWLCY staff so good to know (I check in in the F section so never paid attention but I think it is nice if BA keeps the CWLCY special all the way to check in! I'm a bit confused by the "happy to help with anything they could" bit though. Did you specifically ask for a bag to be short-checked? Every single BA flight includes announcements of the "if there is anything we can do to make your journey more comfortable please do not hesitate to ask" type but all of us know that the realm of what you "really" can get if you ask if pretty narrowly defined by regulations and service standards.
