More than 9 is not unusual on business routes at non business times or when capacity/routes change. When GIG went direct all GRU/EZE had copious amounts of availability for a while. India out of season - as noted above - can have lots of space. Pre JBA IAH was a shoe in for lots of seats during holiday periods.
