2 - absolutey inconsistent. I fly almost 100% TATL. On the overnights heading east (YOW OR YYZ TO FRA OR LHR) getting 2 mini wine with my meal is about 70/30 % success. I've been told "I don't serve doubles" , "it's against AC policy", "it's transport canada policy" "no problem enjoy your meal ". So a wide range of BS to be sure.

Interestingly enough - the return trips west TATL back to Canada have a 100% "no problem" rate.

All I want is 2 glasses of wine with my meal. In Y you will be done your meal a long time before the drink cart returns.
