Weight and Balance is planned by an agent many hours before, thousands of miles away and based upon standard averages. This is not unique to MCO.

The plan may have been for the aircraft to be loaded with "100 bags in the back and the rest loaded in the nose". The plan was expecting 130 bags but then only 100 bags got checked in. The airplane is now light in the front and weight needs to be moved forward.

That or 100 other reasons why the initial plan did not work out.
