This is FT, there's nothing rational on here

I agree with you - this should be done by someone who has access to all the data in a consistent and rigorous way... not something that you or I or anyone else here will be able to figure out in a flyertalk thread

But that's how aviation safety works ... something happens and then the industry state is evaluated, new measures are introduced... until something else happens, and then the process repeats itself. We've forgotten about this because the system is very safe. This was not the case even as recently as two decades ago.
