Is the Seat that has no seat in front of it technically an exit row? I was in it about a year ago, and thought that it was, but when I went onto seatguru it said that it wasn't an exit row.

I have a high boarding position tomorrow with my two children, so I'm wondering if I'll be able to grab that seat if it's available. If it's an exit row I know my kids can't sit in the same row.
