Thank You for straighten things up and to provide the much demanded government documentation despite most everyone else knows YR is YQ in another name already even without the "documentation" (except those who refuse to admit errors.)

As others mention all along, YR is the same as YQ, despite a different description. BA is passing along all such surcharges regardless what they are called. It is called Carrier Imposed Surcharge and listed as YR so to satisfy the US DOT regulation to avoid litigation issues, but indeed it is called Fuel Surcharge by HK Government, on the same charge. Wouldn't you think about that!
