This is what I use. It's limited by the fact that it only recognizes popular int'l destinations and pretty much all US ones. Just modify the airport code at the end of the url. Got it from someone on here.

I thought that it was in Expedia but cannot seem to find it after seeing it accidentally following an explicitly URL. If I recall correctly, the originally city field is displayed, except that it is grayed out. The listing shows the lowest fare from each city, and clicking on the fare then shows another page that lists the actual airlines that have those fares.
