That is true, but of no import to the instant discussion. Whether YQ, YR, or both, BAEC will pass it on to the BAEC member on Avios redemptions. Carrier-imposed surcharges, whether denominated "fuel surcharges" or something else, are passed along.

I can't, but I think that it's been deduced by looking at what BA charges on various redemptions (other than RFS redemptions), and comparing those charges to the YQ/YR fees (if any) on the operating carrier's cash tickets. If you can provide any counter-examples, I'm sure we would all be interested in learning of them.
