This is not correct.
BA charges whatever carrier surcharges the operating carrier does for revenue tickets when making a BA award booking.
It is just that CX has a very low surcharge at present. If you make a dummy CX award booking using avios you can see the breakdown of the cash component to confirm that BA does pass on the surcharges, albeit they are small:
