Because typically R will be zeroed before J. That way the airline can control the number of R class fares on a flight with the intention of increasing the price charged to those who book later and whose travel is less likely to be optional / discretionary. It's a typical yield / revenue management technique that can be applied even if there's no difference in fare rules.
