Nope, its at the top, right alongside paid-J passengers who for some reason aren't confirmed. And yes I am sure. Its not even an upgrade, its merely being on the waitlist for one's ticketed (but not confirmed for the particular segment) class of service.
The priority list you refer to is for people who don't have a J ticket, but only have a Y ticket and are actually looking to travel in an upgraded class of service with coupons, op-ups, etc.
Why would it be any different for a different flight? Furthermore, if you don't have at least 1 segment in J, you can't get a J reward.
Yes, the bolded part would be a problem if its a pure YYZ-LHR-YYZ itinerary in which literally no segments can be confirmed in J. My mistake! Might have to add in a tag-on where J redemptions are easily available to actually book the thing, ie: YYZ-LHR-YYZ-YWG (and obviously don't fly the YYZ-YWG on the way home!).
