I know its not SFO, but the new route MAN - HKG has a very strict policy for cabin baggage in Y. Recently I was asked to weigh my laptop carry on, which was 10Kg (approx 22lb) and had to loose 3Kg into my hold baggage.
I was allowed to weigh without the lap top and carry that through security in a special bag, after which it could be replaced in carry on bag.

If you are in Business then the allowance is 22lb.

Try and have a think about what is really essential or try a lighter bag.
