The City of Dreams operates the shuttles and there is a schedule for a shuttle to/from MOA and another shuttle to NAIA T1 and another separate shuttle to NAIA T2.

Don't bother with the shuttle from the airport, it wasn't really running on a schedule to pick up at the airport anyway. If you email them, they will send you a schedule and a diagram of the pickup spots at T1 and T2, but it didn't work in practice when I was there during the soft opening. ("To" the airport is probably fine, "from" the airport was not.)

The p/u point is upstairs on the departures level. I ended up just grabbing a non-airport taxi up there, and he agreed to take me on the meter. It's not far, very inexpensive ride from T1 or T2 to the property. Crossing Roxas was the choke point, but they were building a new overpass nearby.
