how strict are they on the weight? bags weigh 6+ lbs with nothing in them..22lbs is the limit.

the bags will be the right size . assuming they actually fit in these planes overhead??? another issue. do the smaller planes hold the 14x9x21 bags?
going from boston to toronto and then fredericton. and back thru Montreal.

if they don't fit any suggestions. (duffles? with or without wheels)?
