The status requirements nonsense started with MQDs AND MQMs. It should have been MQDs OR MQMs. That is: either you spend a lot of money on a few flights, or you spend less money on a ton of flights. In both cases: Status = $Spend x BIS.
By requiring meeting both MQD and MQM/MQS, the overall average spend level is higher. Sure, they could have a purely MQD based threshold, but in order to break even it would need to be higher than the current thresholds that require meeting both.
