I gave up and went with Avis. The Hertz website would take a pay later booking and when I clicked to the review page my booking suddenly switched to the prepaid rate which is higher. Either $5 or $25/day depending on which car was chosen. I tried calling but after 10 minutes on hold I hung up and booked Avis (via the Plat code) and saved $100.
