Yes, they already have. It's called TD Aeroplan Visa Infinite Privilege. It comes with 4 MLL passes for Aeroplan reward flights and 6 entries to Airport Angel contract lounges around the world. When the 6 entries are used up, one can buy per use at the discounted price of US$27/person/entry. CIBC has a similar one too.
