I am going in person to try to get a visa because I have an unexpected mileage run to China in two weeks. In looking at the instructions for San Francisco, I am very confused.

1) Do I need to have the application notarized and then authenticated by the Secretary of State of California? A lot of the instructions are dated 2012 or 2013, so not sure if I should try to get that done.

2) It says to bring two applications - do I need two pictures to affix to each application?
