What if the airline intentionally waited 48 hours to announce their decision, by which time all the people who relied on 24 hours refund couldn't get a refund?
The problem is that both a hold and a purchase guarantee you the ability to fly or not fly if you change your mind within 24 hours. In this case AA is not allowing the "hold" to purchase a ticket (and therefore fly).
