In my experience, as much as 25% of the time the outlets don't work but the more frustrating thing to me is most of my plugs don't stay in the plug easily, sliding out with the slightest jostle. Not sure what to do about this.
I have this happen at home from time to time. I find a very slight twist of one or both prongs make them fit better. Not so much to prevent use in a good socket, but just enough to increase the pressure on the contacts.
